{"id":378,"date":"2020-02-03T01:20:05","date_gmt":"2020-02-03T01:20:05","guid":{"rendered":"http:\/\/towncryyers.com\/?p=378"},"modified":"2020-02-03T01:20:12","modified_gmt":"2020-02-03T01:20:12","slug":"despite-evidence-lai-mohammed-denies-existence-of-social-media-bill","status":"publish","type":"post","link":"https:\/\/towncryyers.com\/index.php\/2020\/02\/03\/despite-evidence-lai-mohammed-denies-existence-of-social-media-bill\/","title":{"rendered":"Despite Evidence, Lai Mohammed Denies Existence Of \u2018Social Media Bill\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By Tonye Bakare<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the abundance of proofs about its\nexistence, Nigeria&#8217;s minister of information Lai Mohammed has said the country\nis not trying to pass a law that can stifle dissensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Protection from Internet Falsehood and\nManipulation Bill 2019, otherwise known as the Social Media Bill, if passed,\nwill give sweeping power to the government to clamp down on critics and also\nshut down the internet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill, sponsored by Senator Muhammad Sani Musa\nof the ruling All Progressives Congress, passed the first and second readings\non November 5 and 20 respectively. The Guardian received an official copy of\nthe bill on November 24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Mohammed told state-owned German broadcaster,\nDeutsche Welle, that such bill is not before the Nigerian Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I&#8217;m not even aware of the bill,&#8221;\nMohammed told DW&#8217;s Tim Sebastian in London. He doubled down on that claim\nmoments later, noting that &#8220;there is no such bill before the House. I can\nsay that with relative authority.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"680\" class=\"wp-block-paragraph\">Before his boldface denial to DW, Mohammed told a\nmeeting of the Guild of Corporate Online Publishers in Abuja, days before the\nbill passed second reading, that the government was intent on seeing the bill\nbecome a law to clamp down on the proliferation of hate speech and fake news.\nHe reiterated the government&#8217;s position at different times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs I have said many times, no responsible\ngovernment will sit by and allow fake news and hate speech to dominate its\nmedia space because of the capacity of this menace to exploit our national\nfault lines to set us against each other and trigger a national conflagration,\u201d\nMohammed said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A section of the bill prescribes a fine of\nN300,000 or three-year jail term or both for anyone found guilty of making\nstatements that \u201cdiminish public confidence in the performance of any duty or\nfunction, or in the exercise of any power of the Government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part 3 (12) of the bill gives law enforcement\nagencies the power to shut down access to the internet and social media without\nrecourse to the National Assembly or a court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The section says: Law Enforcement Department may\ndirect the NCC to order the internet access provider to take reasonable steps\nto disable access by end-users in Nigeria to the online location (called in\nthis Clause an access blocking order), and NCC must give the internet access\nprovider an access blocking order (emphasis ours).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any internet service provider that refuses to\nobey the order on conviction by a court may be fined N10 million for each day\nthe order is not obeyed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nebulous provisions, according to critics of the\nbill, portend danger to journalists and
